The flag of Norway, most recently adopted on 17 July 1821, is red with a blue and white cross offset to the left-hand side. The colors were based on the French tricolor, an attempt to stir up a patriotic spirit among Norwegians, since they had been under outside rule for more than four hundred years. Fredrik Meltzer, who also helped form the country's constitution, designed the flag in 1821.
